His operational experience includes investigations and assessments involving violent crime, serial and mass violence, child abduction, violent extremism, espionage, sabotage, source development and validation, workplace violence, and behavioral threat mitigation. His assignments required extensive domestic and international operational travel, including work associated with Guantanamo Bay and deployments to combat zones.
Among his most notable assignments, Mr. Neer served as the FBI's principal behavioral advisor for the 2004 interview of Saddam Hussein and deployed to Afghanistan in 2007 in support of an FBI-Department of Defense counter-IED initiative. He later worked with the FBI Directorate of Intelligence to implement a behavioral-assessment program focused on human-source development and validation and has provided behavioral support to the U.S. Department of Energy's Office of Counterintelligence.
Mr. Neer also served as a Senior Consultant with The Soufan Group, contributing to international research and assessment initiatives involving terrorism, violent extremism, extremist narratives, and behavioral risk.
At Global Traveler, Mr. Neer brings this extensive operational background to the company's Vetting & Intelligence function, supporting executive and personnel due diligence, behavioral threat assessments, security interviewing, counterintelligence, workplace-violence prevention, complex investigations, and senior-level human review of intelligence produced through Global Traveler's analytical and technology platforms.
Mr. Neer holds a Bachelor of Arts in Criminology from the University of Florida and has pursued graduate studies in International Relations at Tufts University. He has also authored and contributed to professional publications addressing behavioral criminology, violent extremism, terrorism, and forensic behavioral analysis.
His combination of behavioral science, federal investigative experience, intelligence operations, and real-world threat assessment provides Global Traveler and its clients with a uniquely experienced senior advisor for complex intelligence, security, investigative, and risk-management matters.
